Yes, older sites tend to have more backlinks to their internal web pages; so in theory they could be better.
but my website has very little backlinks.... so currently my link value is 0 but if i build my links it will increase is that what u're saying?
Yes, if you care about Pagerank then building backlinks is the best way to raise that value. However, you should be more concered with your actual SERPs.
