your niche and content has lot to do with it. also depends on your visitor source. visitors from English speaking countries worth more than visitors from non-english speaking countries. if you are getting .03 for 12 clicks, then you have a very bad niche and have real lousy visitors (you may have some invalid clicks as well). health, financial, technology sites usually pay decent.
You need to do keyword research and include those keywords in your site. Also, get more links to your site.
Are you trying to target some high-paying keywords? I think you're not. If you want high earning, then target high-paying keywords on your blog and focus on it. Then double your traffic as many as you can.
