    Agree with the above comment. there is no short route to accomplish this. There is really no total control over it either. If you don't have time, then your going to be frustrated, because it takes a lot of time.

    I am also interested in high Page Rank for my websites but I am confused regarding the best practices:
    According to me the priority should be good and relevant content (unique quality content). I am really confused if buying a link would be right practice as it is clearly written in Google Webmaster help that manipulation of links is prohibited.

    don't run behind the number of links..
    just run behind the links which has high PR and has minimum external links..

    Thinking of what linkrope said... One can buy the account for an intermediate PR blog (ranking 3 to 5) very cheap from someone using wordpress.com, blogspot, or other blog hosts. There are A LOT of blogs that are never updated and almost forgotten by the owner who doesn't care. Buy four or five of those for a couple of bucks and start linking to your homepage.
