Totally original content.
Natural back links , like through article submissions, or if some one blog about your site.
Try to go for relevant and strong links.
Even if you are getting paid one, try to get on relevant pages and link should be with in content.

Try it out, you will definitely find desired results.

I think the PR is not important for SERPs results. On page optimisation is essential. PR is just a myth. Don't waste your time for a good PR. Is not essential for a good traffic.

U Should Get Backlinks From High Pr Sites

 

Getting PR or having no of link backs is not suppose to leave you back with the gain in your PR...basically Search Engine Optimization is calculated process not an event so for getting high rank you need have slow link building over the time which should really hold some values...in short above all my friends gave you great ways but still you need to be very ethical in hiring or doing anything..in the eyes of Google...or search engines..

 

Key to get high PR is simple .
Regularly submit your website to HIGH PR websites or Directory and Submit Some Quality Articles.

Actually SERP's and Pagerank go hand in hand. Its very rare to find a pagerank 0 or 1 site beating out a pagerank 5 site in SERP's. Allthough Pagerank is not essential for traffic ,traffic helps grow pagerank.
