I'm trying to get high PR.

How can I do it with an old domain name?
I see a lot of newer websites with page rank of 4,5 and 6.
    HOW DO THEY DO THAT?

What kind of backlinks do I need to get that page rank fast?

I don't think you will get PR faster. I believe its a slow process.

    May be these tips helps

    - Check out your competitors website backlinks ( use alexa.com )
    - it won't hurt you to get a PR from the website that your competitor have :)
    - Find sites with PR greater than 4 and with similar niche or your keywords
    - A single link for a page with PR 8,9 worth more than 100 links from sites with PR 2,3,4
    - Try to get PR from website with .gov, .edu ( makes your website more trust worthy and google will love it )

    I hope this helps.

    Good Luck

Agree with these points. you should make a watch on your competitors website and find out what type of bcaklinks are the getting. You can make a press release which may get you some relevant backlinks.

    Rinse, Wash, Repeat.

Your initial keyword research process is behind you. You've created your list, checked it twice, made friends with the keyword research tools and are now off to go plan your attack.

There is no easy food, you have to work on your domains to get a reasonable PR. You are having old domains it doesn't mean you will get PR fast, you need to gain back links and quality content to get PR.

One good way to increase your authority (and PR) is to get a backlink from Wikipedia. Just write an in-depth article about something that's not yet covered in Wikipedia and then you can add your site as a reference.

I have a new website and would like to work on the page rank by proper link building. Are directory submissions still a good source of links?
