You have to create some good back links, so do link building. Link building is the best option for page rank, you can also do directory submission and blog comments.

when u check page rank of some sites.u'll got to know that there is some strange strategy these SE have to choose websites.As i have seen some sites who have better link popularity but 0 page rank and some has very low link popularity but had obtained a higher page rank.how is that possible?

Your observation is completely correct. Applying the Search Quake Tool of Firefox you will immediately see this as a common fact. It has to do with the quality of the links. If you can get back links of sites with PR of 6 to 9 you don't need so many to come up. It is not the volume but the quality of the back links. Therefore also back links from articles at article directories like EzineArticles.com with PR of 6 or 7 are very valuable in that respect. Moreover your site should have fresh content regularly.

Google RP is not that important, but having a good quality content matters and increase your backlinks by submitting to a high PR sites.
