I've had success with offering readers free tickets to local events if they attend and write about it. Same could work with product samples if that's what you're working with.
Agree, That is always the first point. But what are the other things? I like the idea of "JSuper" although it doesn't fits my blog directly.
I would do it in two ways: 1. Ask people. You can ask people in your community (or here on DP), your competitors or find people on Twitter by searching for guest bloggers. Then just ask them. 2. Community of guest bloggers. I would join the community of guest bloggers and see if I could find someone there.
I think if you can provide a facility to put at least two links on your blog then they will write for you . But their writeup should not get wasted..
Your blog should have a high PR and a huge traffic (Alexa Rank). Only then you can find guest bloggers because they need a link back and a link from a high PR and traffic website. Traffic is important, you cant even monetize a site without good traffic. Once you get a good PR and high traffic, put a guest blogging page on your website.
Just keep promoting your blog...once your blog famous...I'm sure there are lot of freelance authors that willing to write at your blog....

People like money - even if it's a small amount. I did a promo once where I gave away an iTunes gift card and it was extremely successful.
