In fact have a free .GOV link on me: http://www.livingstonparishla.gov/forum/default.aspx?g=register Visit there and register with a valid e-mail (e-mail confirmation required). After confirming your e-mail login in and edit your profile. You may add 1 link for your website and 1 link for the weblog field. You now have 2 instant dofollow backlinks on a .GOV site. No buying necessary. Spend a few minutes of your time using the search phrases I provided and you will find many.

+1 to smith_m. Links from gov mostly free. Three ways at least fee - forum registrations, blog comments (nofollow do work) and link exchange with gov sites admins (they do that).
I think those high rank site of .gov or .edu are well guarded by their moderator. Sometimes you have to be patient. I saw one forum where you have to post 50 times before you have the right to use the signature. If your 50 post look to regular for them, no signature anyway. You have to be part of real discussion. Not just added as a reply: "Hey! great tips, men". No that's not enough. If it is a field you like and enjoy, it is not difficult to get the 50 interesting post
Hmm IM starting to become a bit sceptic to these links lately, I think I assume them to be better thn they really are..
Except for the fact that these are all high authority, non spammed and informational sites which makes it worth more.
Generally these sites as mentioned above are heavily moderated but I have never tried the method above. I suppose its worth the effort. Will report back if have any good results.

So how does this work with subdomains of edu sites - are they as valuable? stemmed.sagrado.edu is a subdomain and is not ranked by G
Most (at least the ones that I am aware of) .EDU blogs are on subdomains for example blogs at Harvard are at blogs.law.harvard.edu (PR7), blog.stanford.edu (PR6) at Stanford or the University of Texas at blogs.utexas.edu (PR5) ...and they still pack a link juice punch as they still get link juice from the main domain. As I mentioned earlier Sagrado.edu isn't as powerful as my other examples.....but its enough to get you started. PM any other questions you may have and I will try to help. Good luck again!
