Quick method would simply be to backlink to your blog from other high PR sites - social bookmarking works wonders for this, but you can find other high PR sites to link back to your blog with. Link building is tedious but ultimately rewarding.
IMHO opinion I would say first step would be to add a LOT of content. Eventually thats what the bloggers look for and would get more traffic. You can either search for articles/posts/reviews based on your keyword and add it to your blog or use a programmer or auto plugin scripts to do this. Is your site on your hosting or are you using free blog hostings? You will have more liberty to add in anything you want easily if its your own hosting. Add backlinks frequently and add content frequently. More backlinks you have the more chance you have of gaining high pr, also adding quality content helps here as well.
Get LINKS. That five letter word is what you want. Whether they should be naturally obtained or artificially is something totally dependent on you
Try to create more inbound links (of course it should be relevant), and choose appropriate anchor text. Whenever you link to other site, remember to check if it is relevant to your site, otherwise use "nofollow" tags to make sure only provides quality link on your site. proper anchored backlinks from high PR sites will get you PR and traffic. But it all stems from quality, exclusive content. I think tenure has some weight too; but that's just a guess.
That's true, but you have to remember to use the right ancor text in backlinks to your site, otherwise they won't bring much PR, also it helps if the page that links to you is about the same topic as your site.

you can't rank your blog in search engines unless its your own domain name in which case have a regular looking website is better
You need links from quality authoritative sites. You get links you have to build a site with very unique and useful content so other bloggers decide to link to you. Also consider giving some of your content away as a guest post at some of the biggest blogs in your field, that will give you one very good link minimum.
Create a strong body of content, on topics you can keep writing about - no point having a great start then have it fizzle out. Built links with other blogs through commenting. Get the word out abuot your site by using community methods. Digg, delicious, forums etc
