I am not sure exactly, but I will try to give some clues. Be listed in the Google local first. I believe the usual web ranking applies. The more links you have, the more chances you have to rank #1. Building link is important. I make a guess for the city "Toronto", but I would bet that having the keywords "Toronto" on your home page would help for people looking in Toronto. Basically, Google locale and link building seems for me the #1 strategy for rankings.
Yea you need to be listed in google local, then get lots of backlinks with good anchor text. Google Maps results can get some good traffic.
