How to get funds from a limited PayPal account without a Credit Card or Bank Account?

Unfortunately when creating a USA PayPal account, they have an initial sending limit of $0.

Ridiculously enough, this limit isn't lifted when you get a payment!

Is there any way to lift the spending limit, or somehow get the money out of there, without giving them a Credit Card or Bank Account?

Even just to send the money to another PayPal account, which should be allowed by default in my view..

    Thanks for the help..

Write a very kind and well worded mail to Paypal customer support, describing your problem, state that you accidentally got or opened an American Paypal account, not aware of the troubles that would cause. Ask to please have it changed into an Indian account or if they could help you close the US one and open a new in India for you. Be real nice, curteous and clerly describe your problem and what you suggest as a solution.

If you are a good guy, they will take the time and effort to help you out. If not, say bye bye to your money! The limitations come in for a reason, they don't want scammy little suckers all over, they want to run a legitimate and trustworthy money transferring service, they do not want to facilitate scammers and other wrong doers. Play fair and they will treat you as a valued customer, try to trick them and they will close your account.

One time I called Paypal up and asked to change the country of my account.

They said it's not possible, the only way would be to delete the account and then recreate it.

In order to delete it you must have zero balance.
