you need a server first, with a fresh installation of centos or redhat, and then you will have to mail them, and they will install cpanel and setup a trial license on it.

Install cPanel directly on a VPS and it will automatically lease a 45-day trial license, provided that there are no history of trial licenses for that IP. For these type trial licenses, you cannot changed license IP.

you should have to take the VPS, and then install the cpanel and have trial for 30 days, you should get the information about the cpanel and relevant technical parameter.
