Expired domains can be a good thing if they already have links going to them
If there is nothing wrong with the domain, this in itself would not stop this site being listed and in fact may already be listed.

The only issue is when this domain has been banned form a search engine such as Google.

Then you need to do a resubmission request view googles webmaster tools.

Please try google webmaster tool. You could submit your sitemap there.

After you log in, click on the domain your want to update from the Dashboard and then click on "Sitemaps". You then have the option to add or resubmit a sitemap.

Irrelevant to the question and gives no barring to the question.

But there are a few things you can do. One being what was already suggested by submitting to the Google sitemap. Than making sure you have an appropiate Robots.txt written for your site. Also submit your site to freewebsubmission.com . About 98% of the time your site will be indexed within hours to possibly 2 - 5 days.
