    a) pay a friend webmaster there
    b) develop a relevant site and ask them to link to you

    - if they give link back to trackbacks, use it.
    - .org is easier to find compare to .edu or .gov
    - any backlinks will help.. most of the edu and gov sites will have higher PR, that's why it get a special place.

For .edu links, comment (not spam) on any of the blogs here: http://blogs.law.harvard.edu/
For .gov links, comment (not spam) on NASA blog: blogs.nasa.gov

Could think of just 2 ;)

I can't see how .org backlinks are more useful than .com backlinks?
You can easily register a few .org domains and bam unlimited org. backlinks for your projects!

To be honest I don't believe that .edu and .gov links are better than .com nowadays.
Hardvard backlink help more than bestacaiberrydietpills.com not because of the .edu domain ;)

Find a listserv or email group hosted on a .edu server and start posting emails. Works great, but they are all moderated so you can't spam.

I have seen some off of .gov sites through research on my niche. It is a great source of traffic if you have a site that has a lot of relevant data.

The easiest way is to build a site that is of interest to webmasters at .gov and .org sites. I've had good success getting links from them by contacting them and telling them why their visitors would be interested in my site and asking for a link. The better your content the more likely you'll get a link.

if you have a good content that might be useful for students, then you will get a backlinks naturally. usually schools and universities look for useful resources for their students. thus, the most important think in your website is the content.

For good links it all comes down to good content. Find something that is helpful for the general public and it might get on a Gov website without you even knowing.

There are plenty of .gov and .edu forums - post your backlinks there.

One of the easiest ways is to google a "keyword" and add gov & edu at the end of it. Thousands of sites/forums/blogs are available to place your links.
