Why not you are using seo tools like webceo or IBP to achieve it..
I have done so..
You can use ppc campaign to advertise your site..

The problem if you chase trends is relevancy. Google loves things to be relevant. And having a ton of random topics is kinda far from it.

There are ways but I would recommend picking a specific niche and targeting that alone. And then move on from there.

Building links will help you get to your desired PR value.. You can participate on the following strategies to get back links.. Just make sure that your getting quality of back links okay?

5. article submissions
6. directory submissions
7. forum posting
8. online groups
9. social networking (like facebook, myspace and twitter)

 

focus only on backlinks for now, you will see a good result within only a few days!

1. Choose a good domain name - prefer to include your main keywords.
2. Optimize your website.
3. Submit your URL to search engines.
4. Update your contents frequently.
5. write articles or press releases for your websites and submit to articles/press release directories.
6. social networking your website such as digg, twitter, facebook, etc.

You should get the top ranking very soon, may be 6 months - 1 year time.
