How to get an epassporte visa card without bank account or CC?

    As you may know, epassporte now asks you for a CC or bank account and deposit $25 dollars which they will reimburse.

    I don't have either.. But I did hear that if somebody with a business account sent you money, that the account will be activated automatically.

    Now, I'm mixed up with the follow:

    Does getting your account "activated", the same as getting it "validated" to be eligible to get the Visa electron card?

    If not, is there anyway to do this?
