hey make sure that you have atleast 10 to 15 unique post on the blog before applying. secondly make sure that the content is of good quality. then apply and try try and try again

May be you have posted wrong URLs. I would suggest having your own domain name which is available for 6-10$ per year and point it to your blogger blog. Then try to increase authority in your niche - Usually 6 months Post some unique & valuable articles for readers. (At least 50 valuable posts) Get decent amount of traffic, readers and comments. (Doing SEO would help.) Min. Requirements (As per me) - Real Content, Organic Traffic, TLD domain, Established website + Blog should not violate any ToS such as publishing copyright materials.
