How to get active members on a new forum? Urgent help needed

I am just amazed. I wanted to know hoe can someone get active members on their forums. I have a good looking site ,but i have very less active posters. Can you cool guyz suggest me some tips please?

I see people used to make contest on their forums. They give money at the end of he month for member who has the biggest amount of posts and threads.

lol my site is related to Tutorials and i got only one name in my mind. I have spended money once and now i won't spend to change the domain. Any other nice way?
