No you don't LOSE pr when you link out you vote with it. otherwise any PR 10 site would immediately become a Pr1.5 due to outbound links. :D

PR can be voted with, and the value of the voting power you have is 85% of your own PR so if your PR is 4 you can vote up to pr3.4 the page is STILL a pr4 as you do not lose it, you simply have that much available to vote with. So if you had 3 links on a page, they share that value between them, if you have 10, then they share the same amount, it is just that the value of the outbound link has gone down pro rata i.e. twice as many links going out carry half the weight.

on any site, PR is transferred within the site via the links, in fact google have stated that PR flows more freely within a site than it does across the web. This is so that the algorithm can work out your hierarchical structure of importance. So, let's say you have 31 page on your site,
    1 homepage
    5 main category pages
and 25 sub pages in the folder below the main pages above.

The home page points to each of the 5 main cat pages, which in turn link to the 5 below them. ALL pages link to the home page, and each of the sub cat pages link to their main page. This tells the SE that the most important page is your homepage, the next most important are the 5 below it, and then the content pages below that. ALL pages are passing PR to each other via links, but the home page will end up with the most, as it is carrying the sum of all 30 other pages within the site.
your home page points to the 5 main category
