Here's how to find quality backlinks:

Find the top sites that rank for the keywords you wish to rank for and get links on those sites. Or, you can inspect the backlinks of those top ranking sites at Yahoo Site Explorer and get an idea where their backlinks are coming from.

    Here's the answer to how:

You can E-mail the Website owner's and ask them to link to your site. Or you can grab their attention and offer to pay for it. Google does not like paid links, so be careful. Of course you can have the best content in your niche and others will link to you naturally.

Build links, PR is all about quality links. Why most of the people here rely on PR rather than traffic.

You may still need to improve Google Page Rank, particularly to encourage Google to more fully index your site or to crawl it more frequently. Improving Page Rank means concentrating on building quality one way back links from relevant websites and to build greater content originality into your site to attract more natural links - sometimes known as link baiting.
