No, not easily. Many directories are free and can be PR-3+ but the subpages where your link will be are PR-0. Food for thought, it helps a little, but not much.
Get as many backlinks you can but tryc to buy good 1 or 2 link from one domain don't buy sitewide links. Get the links from High PR website but they must have different IP's. and you will get the good PR in next update.

if you just want to top up pr, and site backlink with pr will help, of course, do care about the backlink with "nofollow" tag, this won't give you any good though. and also, pr page with many links will also lower the wight of pr quality. so pr page with less links will pass some pr to your site. i think that's all, build as much backlinks as possible.
