Must agree with @Devtard. That is completely true. Only accounts that are extremely important and have a lot of followers have certified badge on it. The first thing on road to become important and popular is to be unique. Do what others don't and share what others don't have. I see many account become very popular and have a lot of followers because they got unique idea what can they share with the people.
But to mention - you must be kind of worldwide popular or relevant, because there are cases when popular people will never be certified for they are popular just in eastern Europe and so on.
