Well if you just want traffic then autosurf is a good one ... but it have forced traffic .. and if you want real traffic which is interested in you site.. and espically from your country then i owuld suggest you to advertise your site in a news paper and you would see traffic rising as i have done the same thing for some of my customer and they are preety happy with it now.
To quickly generate traffic for your site through seo, you can add content, update your content & get quality backlinks to get higher rankings in the search engines.... but it does take time, but it will be worth it long term. Adwords is good to get you quick traffic, but the traffic only lasts while you keep paying for the adwords. So not a long term option, unless you want to keep paying or you manage to keep the customers that come to you through adwords, for repeat business.
Errr, forum signatures can get lesser traffic than directory submission. If you want higher traffic, do not rely on just submissions and promotions. You can get higher traffic in your content and design. Submissions help a lot but it is more beneficial if you have a good design and content.

Go for Stumbleupon + Digg way. Make sure that article is really good. Pay some writer $30 to compile a good list and than put it on for stumble and digg. I don't think social bookmarking or link exchange is going to help in very short term neither article submission. They are long term procedures. Ofcourse there is always CPM and CPC option as well
When somebody mentions social bookmaking sites as a fast way to get traffic I don't think he knows what he is talking about, if you try to submit 100 stories to digg, how much is the potential traffic from them if they will not being dug by many people, and how much do you think it is easy to create a story (idea) that will be dug by others, so please guys stop mentioning social bookmarking as an easy and fast way to get traffic unless the word traffic means to you somthing like 10 visiotrs/day !!!

Release a funny vid there and it can sky rocket your hits and link backs. Most of all i'd recommend thinking outside the box.
