I recently completed the first phase of a new online service - it's simple and it's fun, but it has many potential business uses also. My background is as a developer - I have imaginative ideas, and I'm able to make them a reality - but I have no experience in finding customers who would have the commercial use for what I can build. After SEO and SEM, you can try and get registered to some sites that help you bid for web projects. one of such site is "get a freelancer[.]com". You can get a lot of business from these.
SEO first - It is a never ending project but in my opinion has the best returns. Lay out the keywords you want to rank for first and keep working at it. Make sure your site is well SEOed (alt tags, anchor links, meta descriptions, keyword density). Advertising - Buy ad space on websites that are ranking for those keywords already. Try to convince the owners to use some kind of contextual ad with backlinks. Build a list - While advertising, build a list of interested parties by offering some incentive. Don't spam the list (no more than 1 email a month) and offer things that people would be interested in. Build a social presence, if you're a developer then maybe make some kind of fun or useful Facebook application. The possibilities are endless. Good luck.
