    Why only company, even individual freelancer can accomplish the work offcourse depending on the what do you mean by reasonable rate.

    I would just simply google for PSD to html .... seen a lot of website providing such services but any freelancer can do it for sure ....

    Do you need your psd to html later to be converted to any CMS ?
