dear getting seo clients is not a difficult task if you can do seo properly. Make ur own site/blog and then on the keywords of seo get top position. You know this would help you a lot to get seo business. I live in Pakistan and started my work few years ago so I used this technique. most of my clients I've got from google. the 2nd method which I've used is to contact with the different business around me and tell them how SEO can boost their business and get business from them. but still you have to be on top to tell the people that you can do it very effectively for them also.
