How to find quality sites for link exchange, directories submissions and article submissions etc.

I identify through the quality google page rank its right or some other tool to define quality sites.

good articl sites are the ones ranking first - NOT the ones with high PR

 

There are many site having good list of web directories as kbeus21 have already suggested you. Go on it and submit your site in the relevant category.

To check the quality of the site / web directory, you can check its PageRank and BLs.

 

I wonder how effective is submition in 500 'no name' directories?

 

If your looking for free directories, maybe you should look for ditrectories with high number of approved site submission... Paid directories are great but the problem is the amount that you should pay before you get listed.

 

Googling is the best way. The website listed at the top of google SERP definitely can considered as quality site.

To find quality directories I like to look at directories that have some good traffic. Then I try to determine if their traffic is simply coming from webmasters or if it is coming from the search engines or from a large user base. If the directory traffic comes from the search engines then you'll get some hits plus the directory link will give you serious link juice that helps you rise in the SERPs.
