Try making some competitions, get the users involved in activities, post some NEW content, tutorials that aren't anywhere if you got something to teach people, make videos about your forum featuring stuff.

Then maybe you should try to post your forum in some forum directories then maybe you will get some more people coming to your website. I would also try advertising through yahoo or maybe even adwords Word of mouth is also a great form of advertising.
Not sure what your forum is about. That would help. I would try figure that out, and then write a bunch of articles about it (keyword optimized) and publish them in a number of different article directories (starting with ezinearticles.com, obviously). And then tell them about the forum and what it has to offer in the resource box (and the article needs to fit with the resource box, so the resource box is a natural extension of the article). What about adding blog posts that relate to the topic? They're indexed quickly so that could help you. Also, post 1-2 times about your forum on twitter (don't go overboard). Add a note to your signature file offering a free gift to everyone who registers with a link to the forum. Visit other Arabic forums and ask for advice there with a link to your forum. Are there Arabic article directories? If so, definitely write the articles. I know there are people who will post to forums for 10-15¢ a post. May want to look at something like that to build up the content. Add an articles section on the forum so other people can post their articles. Just some things that come to mind. Without knowing the topic, it's hard to offer specific advice.
My thought would be an ebook or electronic product of some kind that ties into the topic of your forum. You could also offer a free ad on the forum, or some other free product - depending on what you sell or offer.
look for a topic that is very controversial and post a thread. make sure that you have other members ready to take sides in the convo.
