IMO, the high PR sites can come from Forums, Social Bookmarking Sites, Social Networking Sites, blogs and authority websites such as wikipedia and others, now why this sites because this lists are usually crawled by search engines everyday or every hour (who knows??) and this are immediately indexed. but counting it as backlink may reflect a little longer as this is different from indexing because Google, Yahoo or Bing does not accurately provide a real count of how many backlinks they have for your site My suggestion just continually do your link building set on high PR sites and just analyze it from the data results showing from your search queries if it is effective for you or not Hope this helps
