Well there's a business forum right here that you could have searched and learned from. Tons of people offer opportunities for work here and elsewhere.

Other ideas : craigslist, ebay, etc...

I know a few people who use their web design skills to solicit local businesses.

You can meet with them in person, explain to them the great value and increase in business they'll be getting, do the project quickly and collect the money.

And use the Digital Point Services section. You should be able to get some work there.

do you have a portfolio? these things tend to help. if not, do some probono work and get your name out there. rack up a little something to show potential customers. other than hit up www.rentacoder.com www.scriptlance.com and some other freelance websites dedicated to finding work for you.

Make sure to use correct grammar and spelling. You will have more chance of being hired if you seem professional.

Building relationships with other web designers never hurts. If you are a programmer, try to find a designer that wants to partner with you. If you are a designer, look for a programmer. If you do both, even better.

If you want to do a couple of small projects for me (I will pay you) then I might be able to send more work your way. I have plenty of websites I need developed right now.
