If you mean those blogs which are "do-follow", meaning you gain some link juice after commenting, I would suggest you Backlinkspot for example. It's a search engine where you can find blogs that have removed the "no-follow" tag in their comments.
Agreed most blogs that aren't advertisements except comments. Some do have policies the require you to make several posts before you will actually see them on the site. Those policy links are usually right in the comment area.
Comment Kahuna is a great tool for that. Here's some tips of how to use Comment Kahuna well: http://how-to-make-online-money.com/2008/06/comment-kahuna-backlinks-from-blog-comments/ There is also Wibbly's DoFollow search, which is like google but searches for DoFollow blogs. Both Comment Kahuna and Wibbly's are free.

I've been finding that blogs that allow comments is less important than blogs that allow comments and have a top commenters widget. For example a lot of wordpress blogs have nofollow in their comments but their sidebar widget doesn't so its still possible to benefit. Helps out with Technorati authority as well if they have the top commenters widget
