I believe there's a plugin for that. If not, then do the following:

Install a plugin called something similar to "DDsitemapgen" (generates a sitemap for your website) and choose to order the posts/pages by the number of comments. It will then show you the posts with the highest number of comments on top, and the rest following down under. Pretty cool, and I hope that's what you're asking for.

I am not looking for posts with most number of comments on my own blog. I want to check other bloggers blog posts with most number of comments. I think you get my point now

I don't think that's possible, but it's possible to see what PR the link has and then leave a comment. A post with lots of comments is rather bad than posts with no comments at all.

If a post has 1000 comments - it also has 1000 outbound links.

That is true, but still... out of thousands of links - why would someone want to click on your link?

My link will be on the top of comments inside content, There are more chances of getting clicks :) Also, I am not looking for blog commenting. I will buy advertisement inside posts.

I know that certain blog posts in Johnchow and Problogger have more than three hundred comments. Both bloggers close comments after two to three months of publishing.

If you use wordpress, this is easily can be done (about closing comments after a certain of time) by going to Admin/Settings/Discussion, and enter the time in :"Automatically close comments on articles older than:"
