The right approach depends on where you are at the moment, so on top of asking the questions I mentioned, you should also answer many. For example, my friend was interested in working with one agency, and after a couple of calls, they told him they could not help at the moment. They suggested a few things that he needs to do first. I think this is as fair as it gets, but also very rare.
