What payment processor does the seller use? If they do use Paypal, you can just checkout with your credit card without logging in/verifying.
I don't believe that PayPal allows any type of cash advance from a credit card. If you want to transfer funds into your PayPal it would need to come from your bank account. But I could be wrong. Check their terms and conditions.
You are right. It is not possible to add cash to a Paypal account from a credit card. However, if a payment is made from Paypal, it can be funded by a credit card that is attached to the Paypal account.
You dont fill it up.. Its already in there. It just doesnt show. You can send money if there is a cc in your account.
If you need it, though, pay a trusted friend, then tell him to refund you. The money will show up in your balance. I find that its an advantage to pay by CC
With Credit Card, Paypal just do a pass-through service which means that your paypal account would be loaded on demand when you pay someone. Basically, what happens is that your paypal account will always remain with a zero balance then when you make a purchase, any existing funds in your paypal would be used and the balance would be taken directly from your credit card. You do not need to load your paypal account at all. The process is something like this. For example, if you pay someone $50 through Paypal and you got $0 in your paypal account. Paypal checks to see if you have money in your paypal account to pay for the expenses, if not, it will take $50 ($50 - $0) from your credit card to pay the other party. This method works best because you do not keep any money in paypal.

Well, I would have to disagree with you there. PP balance does not count as cash on hand. If you withdraw to a bank account, its a different story.
