how to enter keyword planner? please help

    Hi there,
    I want to know how to enter keyword planner just for searching keywords not for register in google adwords. so how to do that?
    as it told me that my account is inactive and I should give billing information and when I clicked on problem repair to give billing information, it asked me a credit card and I do not have a credit card and I do not want to pay anything. I just want to search for keywords. is there a free method without payment?
    2- when I clicked on tools then keyword planner, keyword planner and keywords search box did not appear. another page that not contain search box appeared.

    There is no longer a 'free' version in that you must register a Google Adwords account. They used to make the tool public but that changed a while ago now.
