Post daily content daily. Make sure you also post content which is quite popular for discussions. Also note the more members you have the most topics and posts your forum will receive. I struggled with this problem for about half a year and figured out that was my problem. Once I started posting content daily my forum picked up within a month after. More search engines crawling my forum due to content, more users registered which led to many new topics and posts.
