How to enable this serivce in wordpress?

    folks,
    i was trying to import my wordpress youtube videos in to vodpod account.
    vodpod give this error.

    i have now opend options-writing.php file and plese tell me where to eneable it?

    i see somthing like this there in the options-writing.php file by default.

    <input name="enable_xmlrpc" type="checkbox" id="enable_xmlrpc" value="1" <?php checked('1', get_option('enable_xmlrpc')); ?> />

    Tick the XML-Rpc option under Remote Publishing.
