    You can't. Use the <noscript> tag to detect disabled javascript and to alert visitors regarding that.

    Its not possible at all since it affects privacy
    Just alert the visitor as like
    <noscript>Please Enable javascript to view this Page.</noscript>

    I think so.
    if it would be possible to enable javascript without user permission, that would serve our computers on to attackers hands..
