you mean use flash for the navigation controls? I don't think you can embed mpg files in flash without first converting them to .flv files?
well, you can, but I believe it wont be good for your quality, but I might be wrong on that. Last time I tried it it wasnt really the best way.
anytime that you re-encode a video clip to another format, the picture quality will go down. mpg is an ancient video standard, you don't want to use it unless you absolutely have to... ideally you would take the original source footage that the mpg was made from, and create a brand new clip in flash, wmv, etc. since it is such an outdated standard, i don't know of any way to automatically control the playback behavior during the downloading process.
Since browsers have no ability to report download status back to the website, there is no way to do it unless you use preload function under flash. Unlike images, there is no easy way of preloading mpeg clips without them playing automatically. Buffering time for clips is usually player dependent and can be set by the user.
I use Flash 8 to embed movies. Works pretty smooth...plus there are some tutorials that can help you add controls so that it performs a preload.
I think first convert video to flash, then get the flash on the blog, may http://www.flash-video-mx.com can help.

Wonderful thought that video gets downloaded first and then one can view it... I like it... Can flash video player be configured for that...?? How great.

I wouldn't pay for that when there are better free flv convertors out there e.g Do a search for riva flv encoder, it's free.
