I use the following code in google to find sites I can post comments on. The -"comments closed" and -"you must be logged in" tell google NOT to return sites that have that on the blog page. It's not perfect, but used with SEOQuake to sort by PR I've been able to find a lot of sites to post to with high PR.

site:.com inurl:blog "post a comment" -"comments closed" -"you must be logged in" "KEYWORD"

With scrapebox just use the same footprints that you search google with. It really depends on what platform or what type of links you are searching for. Take a look at google's advanced search operators, that will help you a lot. Be creative, people are all spamming the same sites and wondering why their serps aren't being effected positively. The days of throwing your link all over the place with no ryhme or reason are over.

SEO is not an easy ball game, link building can be down right tedious. Link building plans should be set in place and there is no one way to rank every keyword. Look at your competition and see what kind of links they have obtained to get into the serp position they are in. https://siteexplorer.search.yahoo.com can help you with analyzing your competition.

First things first, do us all a favor and focus on quality content and quality backlinks and you will reap the benefits in the end. Remember with quality comes rewards, such as return visitors. Treat it like the best business in the world and you will have no place to go but to the top.

you can use a firefox add-on to find high PR sites, I don't suggest any automatic link submission methods, because google doesn't like it.
