2) Write articles/provide other services like blog commenting, social bookmarking, etc.
3) Get some skills and offer those skills such as design, code, etc.

$15 a month is like $0.5 a day which is chump change. Not even chump change.

Writing is an easy way to get started, if you write decently. There are several sites you can write for, including textbroker.com, demand studios, constant content, ect...

You can also look into paid surveys - Pinecone research pays $3/survey, and there's other companies as well. Also look at microworkers.com - they have small, easy tasks that don't pay a lot, but if you do 15, you'll make $15 in no time. Amazon mturk is a similar service.

Once you start making a little money, you can invest it into hosting, a domain name, and some quality content. If all goes well, that site will start making money for you, and you can move on to another project!

In countries like India, some people work 10 hours a day cleaning bathroom floors and get paid only $2.50 USD. Sometimes, golfer caddies make $1.00 USD after caddying for one round of golf.

Not every country offers jobs that pay $15 USD per hour like you mentioned. So please be courteous to others from poorer countries than yours.
