    You are allowed to downgrade but you need to make sure that you do not use the paypal account for any commercial activities especially receiving money for sales.

    Beneficial only if you receive less than $500 a month and only paypal balance payments.

    It's better to have a business/premier + personal account and use them wisely.

    That article is a load of uninformed foolishness. You don't need to downgrade your premier account, in fact you should keep your premier account in case you need to accept CC payments. Paypal allows you to have two accounts, one premier/business and one personal. Thats what I did years ago.

    I find it is easier to just have one personal and one business/premier account.
