I would say backlinks most important factor. But it really depends on what you are doing. If it is a niche topic content would / could be important as competition would be less and on page factors would weigh more.
.edu links work VERY well.. .gov links also have great authority.. you can't loose with either of those.
If there was a turn key solution for this you might as well see everyone on top of google. Search around thos forum for some time and you will get your answer

This is a very big question, but still has an answer. All you need to know is SEO (Search Engine Optimization) just google it and try to study it. This is the only secret, if you know SEO, you will be a lot better
It’s pretty strange to see the question being asked. A person who knows exactly how to dominate google must be very rich by now. With that secret, I even doubt the person is willing to share it openly.
1. Do Decent Keyword Research. - Choose your battles. Don't expect to get a major keyword landed overnight. Aim for a lot of long tail low competition keywords. That'll get you a trickle of traffic. Shot for the big keywords, but sustain yourself with traffic from lots of little long tail visitors. Remember - they'll pull in more traffic then your big gun keywords. 2. Content, content, content. & Write it properly. Don't just stuff keywords. Write so people enjoy reading it. Part of the Google Algo is watching how long ppl spend on your site. Keep your customers on your site with good content and attractive conversion techniques, and google will reward your rankings. Guess what google does with a site that most people bounce off within the first 10 seconds? Yep, thats right, it gets bounced right off the serps. 3. Backlinks,backlinks,backlinks. But make them quality. Don't just link to your homepage... - Link to internal pages from relevant sites, using minor variations of your main keyword for that page. Build links slowly, gradually, but do it properly and with quality. Create a WIDE backlink profile as you go - yo should have direct links, comment links, directory links, social bookmarking links, in-text blog links, and so on. The more varied your link profile, the better. But keep it coming in from relevant sites that have a lot to do with your site. Google watches who you hang out with! If you're leaving comments on blogs, squidoo, hubpages, then contribute to the convo (which is NOT something like 'hey, nice page' or 'hey, cool site'), link within your comment text and pull customers into your site with decent offers and non-salesy info (like creating a free eBook and offering it as a reason for people to come and visit your site) Make your backlinks attractive to people on other sites. A proper backlink should attract traffic on it's own, not just exist to boost your rankings. Google watches where referrals come from. A link clicked thru from another site to yours is noted by google. Having a link that nobody clicks on is pretty weak compared to a link that's compelling and pulls in traffic on it's own. 4. Optimise your site. Make your Page Titles rank for you. Put your dominant keyword FIRST in the title tag, then place converting / selling derivatives (ie, if selling Digital Cameras - Say Something Like 'Buy Digital Cameras - Cheap Prices For Canon, Nikon & Olympus Cameras Online' - this gives you extra, good converting traffic from people who want to buy when they search) Make your titles descriptive, using the previous technique. Don't stuff your title tags. They should read like news headlines with the main keyword your aiming for within the first one to three words. The close to the front the better. Don't overdo keywords. Just write normally. Make sure you spell things correctly. Make your site look professional. Think of the google spider as just another visitor. If Google were a person, would it stick around? Is your site worth visiting, or is it spammy crap? Make a site compelling, and worthwhile, and it'll have a better chance of ranking well. That's about it. Seriously, those are the MAIN factors you should focus 75% of your time on. Anything else is icing on the cake. The formula for good ranking sites is decent, relevant, compelling & traffic pulling links, decent, attractive and content rich pages, and basic but well optimised page titles and on-page copy. One More Thing: Good ranking on Google isn't 'secret knowledge' - it's just remembering the basics, and putting action, daily, into developing your sites profile. I've read as much information on SEO as i have found, to the point where i've stopped reading because i realised... i was wasting time trying to find the secret. It's not there. Sure they're black hat techniques and little tweaks you can make... but for GOOD RANKINGS, it's a simple formula i've listed above. Don't go looking for the holy grail.
