Network Marketing using network marketing as a tool for increasing sales of a product is not illegal, its just like giving away commissions to the affiliates for making those precious sales happen. You need to have positive attitude first of all ( Its doesn't looks like a requirement, but to be successful in marketing, it actually is.) You need to have convincing skills, understanding of mathematics of buisness, some contacts and determination. And I am not sure thats all.
