how to do this css style

I need to make a css style menu like the one attached. My question is how do I develope the pointer? I need a pointer under the 4 main menu items.

How would I do the menu items in the blue bar?

I need to keep everything as simple as possible because the my client wants to make their own changes later on.

I need a menu that doesn't involve images. I was thinking somekind of list set up. Thanks for the link though it was interesting.

 

If you want to have the 'pointer' you are going to have to use an image.
