Well there are lots of tutorials that explain how to make responsive web design. If you are planing plain HTML/CSS/jQuery then go for 960 grid system. It is great for all screen sizes.

search in google. there are plenty of useful things there.

You must learn HTML/CSS/Jquery and some PHP, I'd suggest to learn how to use Google !
