I know basic that is directory submission, article submission, etc but I have decided to spend some money on pr3-4-5 links so can anybody instruct me how the stuuf works while buying any important info so that i dont get any loss . I suggest you to do blog commenting as it one of the fastest ways to gain backlinks to your blog but remember to do it wisely do not spam. my tip for you is try to write useful comment on DoFollow blogs.

That's a million dollar question. Isn't it? Well, in order to get high pr ranking there are two ways. First, you write quality content on your website and let people find it. They will surely link back to you. Also, when you write a quality content, your website automatically comes up on google (please note: other factor also effects, like competition for that keywords and other stuff also you need to continuously update your website) and when your post comes on top you get exposure and people start talking about you. The second thing is, Link Request. Now link request is such a powerful tool that not all webmaster can utilize it to it fullest. You need proper research, writing skills, analysis capability and at the last, Patience!!! to get link backs. (If you are using wordpress, you will surely know trackbacks and pingbacks, use it). This is were experience comes into picture. And big 'SUCCESSFUL' seo company bank on it. And at the last, the conventional methods of blog commenting, social bookmarking, directory submission, article submission etc etc..... I hope my explanation will help you. Link building is not a difficult stuff. As you said that you have a basic idea regarding directory, forum and blog which will really help you to generate backlink. Instead of purchasing some links I suggest you to folow the steps that is shared by saurabh in this thread.
If you have unique and quality content, there is no need for forced link building. You would get them automatically..
In my opinion paying is not the solution specially if you are a starter. You can do it later after you do the free and manual backlinks for your niche. Keep on updating your website at least twice a week will do good for your blog. Currently I was writing a fresh content for my two blogs, I have a plan of getting backlinks by doing this kind of link building.
First, you should analyze the website or the web pages that has greater than PR3 rankings if it stable enough to make sure it will retain as PR3 during the time your site link will be posted. And also you have to monitor them regularly in case the owner replace or remove your links.
