First you have to sort listed all url and using dreamweaver, frontpage or any other web design software you can make .html sitemap.
Go to the site http://www.xml-sitemaps.com and fill in your URL and choose the frequency of changing contents. Then click the generate sitemap option. The free tool will create all the three types of sitemap like sitemap.xml, sitemap.html and ror.xml Now upload the sitemaps to your server and then log into your google webmaster tools account to submit the sitemap.xml Enjoy
That is an XML sitemap. For search engines to use it properly it should remain an XML sitemap. If you want to add style to the page to make it better for people then use an XSLT style sheet.

If you have a Joomla site, you can download a Joomap plug-in. After you install it as a component, you'll get an access to the Joomap panel where you'll see a link to the Google map. It looks similar to "index.php?option=com_joomap&view=google". Just delete "&view=google" and you'll get a link to a human-friendly site map
a question that is not directly related to the topic above but still sort of thought provoking - can an xml file linked form a pr'ed html page get any visible (or invisible for that matter) toolbar PR? i know pdf, txt or swf get it.
