How to Display an Inactive Link

I was wondering how you display an inactive link on a website. Two suggestions have been to underline the text and leave it black. Another suggestion was not to underline, since underlines are only for links, and grey out the text. But I'm not sure that is clear enough. Is there a standard?

I'm a bit puzzled as to why you would want to do this? IMO the grey looks best though.

Thanks! We sometimes need to display an inactive link depending on a user role. For example, we would like a member to see all that is on the screen, but only an admin can access it.
