    For designing the website layouts check out Tuts+ network.

    For developing the layout using HTML/CSS you need an application like Adobe Dreamweaver and learn HTML/CSS with a site like HTML Dog or W3schools.

    There's no real easy way to do it. You can try free services that are drag and drop or the like, but you'll be limited on customization. If you want something quick then go for those free site builders. If you want something good you'll have to do it yourself.

    Osprey is right though. Those are all some good places to start. :)

    there's no easy method. learn the basics of html and css first.

    Then go through the fee templates available on net and try modifying them first and you will get the idea of developing sites.

    If he knows the basics with html and css, grid system is a good for developing websites quickly.
    also check http://cssgrid.net/ (1140 grid fluid will fit even to a mobile site)

    I think Dreamweaver is a good solution to your problem, as you are not much aware of designing techniques. So in Dreamweaver you design the page using the drag and drop facilities, and write the content of the web page like writing in a normal page. The designs will automatically be translated to html codes by the software.

    Try downloading or finding some tutorials on HTML/CSS and .PSD slicing of webpage designs.

    Firstly you should learn basic html and css and then create a simple website layout using only colors,that should be a good practice for you.After that you should go for psd to html,grid system etc.

    You want to make layout for any business site, blog, any shopping site ?
    All layouts depends on business model so this is more important what is your purpose for the same.

    Does anyone know a great place to show you how to edit Wordpress Templates?
    Basically what i want to do know is if i want to edit a certain part of the wordpress whats the easiest way to know where/what to edit?
    Hopefully i explained wat i need in a way you can understand but if not apologies in advance lol.
